Adobe have most of the tools that you need to develope excellent sites. It is a proprietary like most of the other Adobe products and solutions. We have used Dreamweaver since it was owned by Macromedia in the early 2000's. Since PhoneGap is owned by Adobe, it is easy to develope websites simultaneously for smartphones, tablets and desktop computers and hybrid and native applications with PhoneGap.
