WordPress is of course no exeption: http://wordpress.org/extend/themes/constructor
If you read the WordPress Theme Development Frameworks article http://coding.smashingmagazine.com/2009 ... rameworks/ it mentions a lot of great resources. See also the comments for additional information.
If you wan't to make your own WP themes, you have a lot of options.
- Modify an existing theme. Then it is not truly your own theme. Check if you are free to modify an existing theme.
- Start with a simple theme (framework) http://www.plaintxt.org/#sandbox at http://www.plaintxt.org/ and modify that.
- Modify the default twenty eleven (or ..) theme. In a sense that is then your framework.
- You can start from scratch with an index.php and a styles.css file in a new theme folder. Some reading may be needed.
