What do you need to make your own themes and plugins?

Let us say that you have set up your local test or development server as explained in this http://www.oopschool.com/phpBB3/viewtop ... f=18&t=177 thread.

What do you need to develop your own themes and plugins? If you are new to HTML and CSS, you need
  1. Online HTML, CSS, JavaScript and PHP tutorials.
  2. A text editor. WordPad is good enough if you are on a windows computer.
  3. An image manipulation program like http://www.gimp.org/
  4. A file transfer program like http://filezilla-project.org/ to transfer your files to your web or production server.
We recommend that you start with WordPad or a similar Mac / Linux editor. As you develope your skills, http://netbeans.org/ for php can be used both as a text editor and a file transfer program.
